Narrative:
Aircraft X deviated from their filed flight plan of ltba./.ssm.WYNDE4.kord. After ssm; they went to tvc; and flew that segment of the arrival without a clearance to do so. Eliminate the tvc transition of the WYNDE4 arrival!!!!! It has routinely happened for 2 years; and it needs to be fixed.

Narrative: Aircraft X deviated from their filed flight plan of LTBA./.SSM.WYNDE4.KORD. After SSM; they went to TVC; and flew that segment of the arrival without a clearance to do so. ELIMINATE THE TVC TRANSITION OF THE WYNDE4 ARRIVAL!!!!! It has routinely happened for 2 years; and it needs to be fixed.
