Narrative:
En route from phf to phl, level 13000' between swl and sie, ZDC controller called VFR traffic 1-2 O'clock, 12400'. Saw traffic Y playing with another aircraft off shore. A few mins later aircraft Y passed us at 12500' opp direction approximately 1/2 mi off our right, high rate of speed, controller calling out Y the whole time. Y passed us, continued 10 mi south. Y turned around came at us 500' above at high speed again. Controller pointed traffic out to us continuously, at 8 mi, 6 mi, 4 mi, then at 2 mi behind us I asked for a 90 degree turn left or right to see what Y would do. Controller gave us a 90 degree turn to the left, heading approximately 300 degrees. Entered turn and looked back to see chasing plane's reaction. He entered a steep left turn and dove for the ground, coming within a 1/2 mi of us. Y was close enough to tell that it was a military fgt. Controller asked me if I considered that he was buzzing me. I stated that I did believe that I was being buzzed by him. The controller then said that he, Y, would be tracked by radar. I said that there should be a law against Y's actions. After a frequency change, next sector (acy/sie) I asked the controller for center's phone and sector supervisor's name to file a report. I received both. After landing at phl I advised my company's operations, and filed this report. Controller possible could have called Y on guard 121.5 and 243.0 and ordered Y to 'break off attack.'

Narrative: ENRTE FROM PHF TO PHL, LEVEL 13000' BTWN SWL AND SIE, ZDC CTLR CALLED VFR TFC 1-2 O'CLOCK, 12400'. SAW TFC Y PLAYING WITH ANOTHER ACFT OFF SHORE. A FEW MINS LATER ACFT Y PASSED US AT 12500' OPP DIRECTION APPROX 1/2 MI OFF OUR RIGHT, HIGH RATE OF SPD, CTLR CALLING OUT Y THE WHOLE TIME. Y PASSED US, CONTINUED 10 MI S. Y TURNED AROUND CAME AT US 500' ABOVE AT HIGH SPD AGAIN. CTLR POINTED TFC OUT TO US CONTINUOUSLY, AT 8 MI, 6 MI, 4 MI, THEN AT 2 MI BEHIND US I ASKED FOR A 90 DEG TURN LEFT OR RIGHT TO SEE WHAT Y WOULD DO. CTLR GAVE US A 90 DEG TURN TO THE LEFT, HDG APPROX 300 DEGS. ENTERED TURN AND LOOKED BACK TO SEE CHASING PLANE'S REACTION. AFTER A FREQ CHANGE, NEXT SECTOR (ACY/SIE) I ASKED THE CTLR FOR CENTER'S PHONE AND SECTOR SUPVR'S NAME TO FILE A RPT. I RECEIVED BOTH. AFTER LNDG AT PHL I ADVISED MY COMPANY'S OPS, AND FILED THIS RPT. CTLR POSSIBLE COULD HAVE CALLED Y ON GUARD 121.5 AND 243.0 AND ORDERED Y TO 'BREAK OFF ATTACK.'
