Narrative:

I was on a RNAV direct route from randolph AFB, tx, to rickenbacker, oh, on an IFR flight plan. This route usually takes me through R3403A. Just south of R3403A ZID said, 'if you hear identify, contact center on (another frequency).' I switched frequencys and contacted center, which then told me to fly heading 090 degrees, R3403 was active. At this point I was already extremely close to the restr area or in it! I complied with the heading change and requested cancellation of IFR flight plan so I could proceed direct to I44, my home station. After 15 mins, while monitoring center, I was told to contact ZID when on the ground. ZID said I entered the edge of the southeast corner of the restr airspace. I believe this incident occurred from a late handoff to the other center controller and lack of attention given to aircraft on non-arwy routes. This condition was compounded by possible loss of communication with the first ind controller and my slow response to the 090 degree heading change, and the fact that this area is not usually active. After cancelling IFR with ZID they made no attempts to advise me of my continued flight toward the restr area--their only action was to notify me that I should call them when on the ground, 15 mins after my last communication! ATC was of the opinion I intentionally cancelled IFR to enter the restr area. I'm an active duty af officer with no intent of risking my life by tangling up with maneuvering high speed military traffic!

Title: ERRONEOUS PENETRATION OF RESTRICTED AIRSPACE.

Narrative: I WAS ON A RNAV DIRECT ROUTE FROM RANDOLPH AFB, TX, TO RICKENBACKER, OH, ON AN IFR FLT PLAN. THIS ROUTE USUALLY TAKES ME THROUGH R3403A. JUST S OF R3403A ZID SAID, 'IF YOU HEAR IDENT, CONTACT CENTER ON (ANOTHER FREQ).' I SWITCHED FREQS AND CONTACTED CENTER, WHICH THEN TOLD ME TO FLY HDG 090 DEGS, R3403 WAS ACTIVE. AT THIS POINT I WAS ALREADY EXTREMELY CLOSE TO THE RESTR AREA OR IN IT! I COMPLIED WITH THE HDG CHANGE AND REQUESTED CANCELLATION OF IFR FLT PLAN SO I COULD PROCEED DIRECT TO I44, MY HOME STATION. AFTER 15 MINS, WHILE MONITORING CENTER, I WAS TOLD TO CONTACT ZID WHEN ON THE GND. ZID SAID I ENTERED THE EDGE OF THE SE CORNER OF THE RESTR AIRSPACE. I BELIEVE THIS INCIDENT OCCURRED FROM A LATE HDOF TO THE OTHER CENTER CTLR AND LACK OF ATTN GIVEN TO ACFT ON NON-ARWY ROUTES. THIS CONDITION WAS COMPOUNDED BY POSSIBLE LOSS OF COM WITH THE FIRST IND CTLR AND MY SLOW RESPONSE TO THE 090 DEG HDG CHANGE, AND THE FACT THAT THIS AREA IS NOT USUALLY ACTIVE. AFTER CANCELLING IFR WITH ZID THEY MADE NO ATTEMPTS TO ADVISE ME OF MY CONTINUED FLT TOWARD THE RESTR AREA--THEIR ONLY ACTION WAS TO NOTIFY ME THAT I SHOULD CALL THEM WHEN ON THE GND, 15 MINS AFTER MY LAST COM! ATC WAS OF THE OPINION I INTENTIONALLY CANCELLED IFR TO ENTER THE RESTR AREA. I'M AN ACTIVE DUTY AF OFFICER WITH NO INTENT OF RISKING MY LIFE BY TANGLING UP WITH MANEUVERING HIGH SPD MIL TFC!
