Narrative:

Air carrier X at 4000' northeast of airport being vectored to runway 28 ILS final approach course at syr. I requested the radar assistant to point out air carrier X to adjacent facility. I noticed a 4000' target ene of airport nwbnd, appeared to be ring-around. The radar assistant advised me to watch 4000' traffic from adjacent facility. Air carrier X was given descent to expedite to 3000' and issued traffic, '12 O'clock, 6 mi nwbnd, type unknown, altitude indicates 4000'.' descent was not adequate for sep, and air carrier X was given immediate left turn for traffic. Target then climbed to 5000'. I was then advised that the target was an light transport inbound for syr from utica west/O prior handoff or coordination--reason unknown. At no point was standard sep lost between the 2 aircraft. Supplemental information from acn 108454: cga, an light transport departed runway 27 at oneida county airport. I gave him a departure clearance to syr, 'turn right heading 300 degrees and climb and maintain 4000'.' he was then given a beacon code. Our ARTS iia system at our facility will not tag a departure aircraft if it is more than 5 mi from the airport when its transponder is turned on to the proper beacon code. This was the case with cga; he was outside the 5 mi range when he dialed in the beacon code and his target never acquired the ARTS identify tag. His untagged target went unnoticed till 5 mi inside adjacent facility's airspace. I gave him a climb to 5000' to ensure sep with pattern traffic at 4000' at syr and initiated a handoff. Sep was never lost. The lesson is never to become so dependent on any one aid in controling as to overlook others if this one fails.

SUPPLEMENTAL INFO FROM ACN 108454: CGA, AN LTT DEPARTED RWY 27 AT ONEIDA COUNTY ARPT. I GAVE HIM A DEP CLRNC TO SYR, 'TURN RIGHT HDG 300 DEGS AND CLB AND MAINTAIN 4000'.' HE WAS THEN GIVEN A BEACON CODE. OUR ARTS IIA SYS AT OUR FAC WILL NOT TAG A DEP ACFT IF IT IS MORE THAN 5 MI FROM THE ARPT WHEN ITS XPONDER IS TURNED ON TO THE PROPER BEACON CODE. THIS WAS THE CASE WITH CGA; HE WAS OUTSIDE THE 5 MI RANGE WHEN HE DIALED IN THE BEACON CODE AND HIS TARGET NEVER ACQUIRED THE ARTS IDENT TAG. HIS UNTAGGED TARGET WENT UNNOTICED TILL 5 MI INSIDE ADJACENT FAC'S AIRSPACE. I GAVE HIM A CLB TO 5000' TO ENSURE SEP WITH PATTERN TFC AT 4000' AT SYR AND INITIATED A HDOF. SEP WAS NEVER LOST. THE LESSON IS NEVER TO BECOME SO DEPENDENT ON ANY ONE AID IN CTLING AS TO OVERLOOK OTHERS IF THIS ONE FAILS.
