Narrative:

I entered the pattern for landing. There was 1 other aircraft in the pattern, far ahead of me (on final while I was on downwind). As I turned a 3/4 mi, #1 on final and was cleared to land, a third airplane (single-engine) called ready for takeoff on my runway (runway 29). The controller cleared him for immediate takeoff. I was approaching 1/2 mi final and advised controller if the other aircraft took the runway I would be forced to go around. The other aircraft waited and asked if he should wait for me. Controller in an annoyed voice repeated the takeoff clearance and instructed me, when I renewed my protest, to 'continue.' I did continue. As I crossed the threshold, the departing aircraft was still on the runway, approximately 1000' away near the intersection of runway 29 and 33. I judged that a go around might create as much hazard as a landing, and I continued. The departure aircraft had lifted off by the time I touched down, but the 3000' sep standards were violated unnecessarily and after both the aircraft gave the controller a chance to change his mind. I called the tower chief and protested. He was hostile and defensive and said he could take no action unless I filed a formal complaint. I did not file a complaint. Recommend: that tower chiefs and other FAA line mgrs be given some flexibility short of formal enforcement penalties to manage the quality of their people's performance.

Title: GA SMA LNDG ON OCCUPIED RWY.

Narrative: I ENTERED THE PATTERN FOR LNDG. THERE WAS 1 OTHER ACFT IN THE PATTERN, FAR AHEAD OF ME (ON FINAL WHILE I WAS ON DOWNWIND). AS I TURNED A 3/4 MI, #1 ON FINAL AND WAS CLRED TO LAND, A THIRD AIRPLANE (SINGLE-ENG) CALLED READY FOR TKOF ON MY RWY (RWY 29). THE CTLR CLRED HIM FOR IMMEDIATE TKOF. I WAS APCHING 1/2 MI FINAL AND ADVISED CTLR IF THE OTHER ACFT TOOK THE RWY I WOULD BE FORCED TO GO AROUND. THE OTHER ACFT WAITED AND ASKED IF HE SHOULD WAIT FOR ME. CTLR IN AN ANNOYED VOICE REPEATED THE TKOF CLRNC AND INSTRUCTED ME, WHEN I RENEWED MY PROTEST, TO 'CONTINUE.' I DID CONTINUE.
