Narrative:

Radars for certain positions are shared with other positions. Any change of range; tag size; history; etc; are reflected in the other scope. This is a issue when certain controllers are not required to watch the same departure tags or arrival tags. This becomes a bigger issue when training and access to the primary radar is limited. De-combine radars and make each one independent.
