Narrative:

B737-800 was being vectored to the ILS runway 10 approach at O'hare; and had to be sent around due to inadequate spacing on the final. It should be noted that the weather was less then 1 mile visibility and snow. B737-800; was then worked by departure; and brought back to the down wind for another approach. It was clear the pilot was frustrated about being sent around due to spacing. On their subsequent approach; B737-800 was observed at 120 knots ground speed 1 mile outside of the FAF. Normal procedure would have the aircraft hold the speed to the marker; and all other aircraft had been showing between 180 and 160 knots over the ground until inside the marker. In this case; B737-800 clearly opted to slow early. B737-800 ended over 4.2 miles behind the traffic they were following; where only 3 was needed. This caused A330 to collapse on B737-800. It appeared the monitor slowed A330 to their final; and ended up with just barely 3 miles at touch. But B737-800 then didn't clear the runway in time. This caused A330 to be sent around. A330 then had to fly to roughly an 18 mile final; and back at 180 knots indicated. All because B737-800 opted to choose there own speed. Deviate B737-800 for not complying; or advising they were unwilling/unable to comply with the speed restriction.
