Pilot flying (captain) contacted approach and declared emergency; requested 10;000 ft and vectors to handle situation. Upon completion of first QRH procedure; captain transferred aircraft controls to the first officer and reviewed QRH procedure; and decided to return to the departure airport. Captain resumed aircraft control and first officer continued as directed to QRH procedure 'unpressurized flight procedure - packs off'. ACARS message sent to dispatcher to alert of diversion.
