Narrative:
4 low sectors combined in a midnight confign. I was working the data position for both the high and low altitude sectors. The radar controller at the low altitude sector cleared light transport for an approach at cbe. A few mins later mrb FSS called for a clearance off of cbe on small transport. Unaware of the approach, I issued the departure clearance. No evasive action was required.

Title: IFR ACFT RELEASED AND DEPARTED UNCONTROLLED ARPT WHILE ANOTHER ACFT WAS ON APCH.
Narrative: 4 LOW SECTORS COMBINED IN A MIDNIGHT CONFIGN. I WAS WORKING THE DATA POS FOR BOTH THE HIGH AND LOW ALT SECTORS. THE RADAR CTLR AT THE LOW ALT SECTOR CLRED LTT FOR AN APCH AT CBE. A FEW MINS LATER MRB FSS CALLED FOR A CLRNC OFF OF CBE ON SMT. UNAWARE OF THE APCH, I ISSUED THE DEP CLRNC. NO EVASIVE ACTION WAS REQUIRED.
