Narrative:

Trnee on local control combined with ground control and clearance delivery issued pilot the correct altimeter setting of 30.89. After a pause pilot read back 29.89. Neither the trnee nor I recognized the readback error. Pilot departed with altimeter reading 1000' below field elevation, and climbed to 16000' conflicting with an aircraft already at 16000'. Pilot's altimeter read 15000', but mode C indicated 16000'. Error was discovered by chicago center. I do not know what corrective action, if any, was taken by the center.
