Narrative:
No dispatch view available because another dispatcher was signed in to my sector when I came to work today. I see this as a loss of operational control because over the first two hours of my shift today I was unable to communicate through ACARS with my flights. I notified the dispatch manager and the it department about this issue and; almost two hours later there is still no dispatch view is available.

Title: A Dispatcher discovered that he was unable to receive communications from flights that he was responsible for due to another Dispatcher being signed in to receive those communications.
Narrative: No dispatch view available because another Dispatcher was signed in to my Sector when I came to work today. I see this as a loss of operational control because over the first two hours of my shift today I was unable to communicate through ACARS with my flights. I notified the Dispatch Manager and the IT Department about this issue and; almost two hours later there is still no dispatch view is available.
