Narrative:

Received handoff on an mlt on a fortt 1 SID at 10000'. As the radar controller issued a climb to 15000' I noticed an intruder alert at 10000' at mlt's 1 O'clock position and 7 mi opposite direction. As I advised the radar controller and he increased our aircraft's rate of climb. We later discovered that the confliction was an IFR aircraft level at 10000'. The approach controller assumed that we would be able to climb on initial contact. In this case, fortunately, we were able to start a climb and maintain sep. The controller needed to ensure sep from his own aircraft before he sent the mlt to us. If we had not been able to climb the result could have been very dramatic.

Title: REPORTER OBSERVED DIRECTION TRAFFIC THAT RESULTED IN ISSUING AN IMMEDIATE CLIMB TO MAINTAIN SEPARATION.

Narrative: RECEIVED HDOF ON AN MLT ON A FORTT 1 SID AT 10000'. AS THE RADAR CTLR ISSUED A CLB TO 15000' I NOTICED AN INTRUDER ALERT AT 10000' AT MLT'S 1 O'CLOCK POS AND 7 MI OPPOSITE DIRECTION. AS I ADVISED THE RADAR CTLR AND HE INCREASED OUR ACFT'S RATE OF CLB. WE LATER DISCOVERED THAT THE CONFLICTION WAS AN IFR ACFT LEVEL AT 10000'. THE APCH CTLR ASSUMED THAT WE WOULD BE ABLE TO CLB ON INITIAL CONTACT. IN THIS CASE, FORTUNATELY, WE WERE ABLE TO START A CLB AND MAINTAIN SEP. THE CTLR NEEDED TO ENSURE SEP FROM HIS OWN ACFT BEFORE HE SENT THE MLT TO US. IF WE HAD NOT BEEN ABLE TO CLB THE RESULT COULD HAVE BEEN VERY DRAMATIC.
