Narrative:
(Event) aircraft flown to toronto from islip, ny (IFR). 2 hour ground time in toronto, filed IFR from toronto island airport to rochester, ny, to clear customs then on to islip. In the process of clearing customs in roc, I was informed of the relatively new far that it is illegal to fly out of country on a pink copy of the application for a permanent registration. There is no indication of this on the application for registration. The FAA is not very prompt in processing any applications. My application was sent in 2/89. Alleged violation was in 3/89. Possibly the FAA records division could reply to a new application (first) to acknowledge the application (second) to inform applicant of any restrictions to the operation of a newly purchased aircraft, (third) how to receive any relief from restrictions. I talked to FAA inspector at the time of occurrence and he informed me that I would receive a (loi) letter of intent that I would have to reply to.

Narrative: (EVENT) ACFT FLOWN TO TORONTO FROM ISLIP, NY (IFR). 2 HR GND TIME IN TORONTO, FILED IFR FROM TORONTO ISLAND ARPT TO ROCHESTER, NY, TO CLEAR CUSTOMS THEN ON TO ISLIP. IN THE PROCESS OF CLEARING CUSTOMS IN ROC, I WAS INFORMED OF THE RELATIVELY NEW FAR THAT IT IS ILLEGAL TO FLY OUT OF COUNTRY ON A PINK COPY OF THE APPLICATION FOR A PERMANENT REGISTRATION.
