Narrative:

Two ANG fgt's in formation passed directly overhead (approximately 200'). They were first seen at my 2 O'clock position and approximately 1/2 mi. They appeared to be descending, but I took no evasive action as the lead aircraft stopped his descent and passed over me. The aircraft I was flying had an inoperative transponder. I believe huf radar could not paint the primary return of my aircraft. If they could there would still be no altitude readout. In this instance I think the fgt saw me about the same time I saw them. Everybody involved was not looking in the right place at the right time. We should have seen each other at 5-6 miles under the present conditions.

Title: FGT FORMATION DESCENDING, NMAC WITH SMA AT CRUISE.

Narrative: TWO ANG FGT'S IN FORMATION PASSED DIRECTLY OVERHEAD (APPROX 200'). THEY WERE FIRST SEEN AT MY 2 O'CLOCK POSITION AND APPROX 1/2 MI. THEY APPEARED TO BE DSNDING, BUT I TOOK NO EVASIVE ACTION AS THE LEAD ACFT STOPPED HIS DSCNT AND PASSED OVER ME. THE ACFT I WAS FLYING HAD AN INOPERATIVE XPONDER. I BELIEVE HUF RADAR COULD NOT PAINT THE PRIMARY RETURN OF MY ACFT. IF THEY COULD THERE WOULD STILL BE NO ALT READOUT. IN THIS INSTANCE I THINK THE FGT SAW ME ABOUT THE SAME TIME I SAW THEM. EVERYBODY INVOLVED WAS NOT LOOKING IN THE RIGHT PLACE AT THE RIGHT TIME. WE SHOULD HAVE SEEN EACH OTHER AT 5-6 MILES UNDER THE PRESENT CONDITIONS.
