Narrative:

Tuned in ATIS for ogg. End of ATIS said 'state has control of runway 2 intensity lighting.' we weren't sure what that meant. When we came in on visual approach, lights were on full (high) intensity. We asked tower controller if he could ask the state to turn down the lights. He replied that the state of hi had control of the lighting and that they were stuck on high, he had no control. He offered us the other runway (much shorter runway). He suggested we call the chief pilot and have him complain to the state about it. Decided to write this NASA report instead. Lights were way too bright, very distracting. To find out the cause was some kind of dispute between the feds (ATC) and the state was disturbing.

Title: RWY LIGHTS STUCK ON BRIGHT.

Narrative: TUNED IN ATIS FOR OGG. END OF ATIS SAID 'STATE HAS CONTROL OF RWY 2 INTENSITY LIGHTING.' WE WEREN'T SURE WHAT THAT MEANT. WHEN WE CAME IN ON VISUAL APCH, LIGHTS WERE ON FULL (HIGH) INTENSITY. WE ASKED TWR CTLR IF HE COULD ASK THE STATE TO TURN DOWN THE LIGHTS. HE REPLIED THAT THE STATE OF HI HAD CONTROL OF THE LIGHTING AND THAT THEY WERE STUCK ON HIGH, HE HAD NO CONTROL. HE OFFERED US THE OTHER RWY (MUCH SHORTER RWY). HE SUGGESTED WE CALL THE CHIEF PLT AND HAVE HIM COMPLAIN TO THE STATE ABOUT IT. DECIDED TO WRITE THIS NASA RPT INSTEAD. LIGHTS WERE WAY TOO BRIGHT, VERY DISTRACTING. TO FIND OUT THE CAUSE WAS SOME KIND OF DISPUTE BETWEEN THE FEDS (ATC) AND THE STATE WAS DISTURBING.
