Narrative:

Flying en route from warrenton, va to alabama, I was tracking to the lyh VORTAC. I was at 2500' MSL and I knew that I had to climb above the lyh airport traffic arsa so I climbed to 3500' MSL and called the tower about 12 mi out to ask for traffic advisories. They advised me of some non conflicting traffic. They also cleared me through the area at 3500'. About 3 mi from the VORTAC an small aircraft passed overhead, opposite direction at 300' above me, it appeared to be way too close. Lyh tower know nothing about the traffic because they are a 'non radar' facility. My transponder was set to 1200 with an altitude squawk. It did not help because lhy had no radar.

Title: OPPOSITE DIRECTION TRAFFIC WITHIN THE ATA.

Narrative: FLYING ENRTE FROM WARRENTON, VA TO ALABAMA, I WAS TRACKING TO THE LYH VORTAC. I WAS AT 2500' MSL AND I KNEW THAT I HAD TO CLB ABOVE THE LYH ARPT TFC ARSA SO I CLBED TO 3500' MSL AND CALLED THE TWR ABOUT 12 MI OUT TO ASK FOR TFC ADVISORIES. THEY ADVISED ME OF SOME NON CONFLICTING TFC. THEY ALSO CLRED ME THROUGH THE AREA AT 3500'. ABOUT 3 MI FROM THE VORTAC AN SMA PASSED OVERHEAD, OPPOSITE DIRECTION AT 300' ABOVE ME, IT APPEARED TO BE WAY TOO CLOSE. LYH TWR KNOW NOTHING ABOUT THE TFC BECAUSE THEY ARE A 'NON RADAR' FAC. MY TRANSPONDER WAS SET TO 1200 WITH AN ALT SQUAWK. IT DID NOT HELP BECAUSE LHY HAD NO RADAR.
