Narrative:
During base leg to visual approach; we had a flap fail icas message after selecting flaps 9. There was no flap movement...we ran the flap fail QRH; declared an emergency; and executed a no flap landing which was completed uneventfully.

Title: EMB 145-XR F/O reported 'Flaps Fail' ICAS on approach with no flap movement. An emergency was declared and a normal landing ensued.
Narrative: During base leg to visual approach; we had a flap fail ICAS message after selecting flaps 9. There was no flap movement...we ran the Flap Fail QRH; declared an emergency; and executed a no flap landing which was completed uneventfully.
