Narrative:

We were being vectored (2/sun/89 at xa local) for the sfo quiet bridge approach. Advised of parallel traffic on sfo tipp toe visual. Spotted traffic. Went IMC at approximately 5800'. Advised approach, approach told us to contact tower. Tower cleared us for visual. The captain rejected clearance due to IMC. Tower cleared parallel traffic for approach and landing and gave us a vector. When we went VMC we were reclred for visual and landing sfo 28R. There was an obvious lack of communication with tower and approach controller, or the approach controller did not hear us when we advised IMC. This made an unsafe procedure hazardous.

Title: AFTER BEING CLEARED FOR A VISUAL APCH REPORTER ACFT ENCOUNTERED IMC. FLT WAS VECTORED WHILE IN IMC AND THEN RECLEARED FOR VISUAL WHEN IN VMC.

ADVISED APCH, APCH TOLD US TO CONTACT TWR. TWR CLRED US FOR VISUAL. THE CAPT REJECTED CLRNC DUE TO IMC. TWR CLRED PARALLEL TFC FOR APCH AND LNDG AND GAVE US A VECTOR. WHEN WE WENT VMC WE WERE RECLRED FOR VISUAL AND LNDG SFO 28R. THERE WAS AN OBVIOUS LACK OF COM WITH TWR AND APCH CTLR, OR THE APCH CTLR DID NOT HEAR US WHEN WE ADVISED IMC. THIS MADE AN UNSAFE PROC HAZARDOUS.
