Narrative:

An small transport was cleared from cwa to mke with restrictions. At the time I had an small aircraft at 9000' over flight from rie ste V63 osh V510 mke. Small transport departed cwa. I gave clearance to maintain runway heading until leaving 7000'. He proceeded on course to maintain 11000'. Small transport was requesting 15000'. Small transport was radar contact at 8 mi west of cwa leaving 5800'. Shortly thereafter C/a went off. I entered an interim altitude of 11000' because I thought the potential confliction was between an aircraft at 12000'. I then redirected my attention to the cwa area and realized that the conflict was between small transport and small aircraft at 9000'. At this time I turned small transport to avoid small aircraft. I'd like to see, when C/a goes off and when you enter an interim altitude to stop the airplane data block from flashing, it would stop immediately. As it is now it still keeps flashing several times.

Title: SMT WAS ALLOWED TO CLIMB THROUGH AN ALT OF AN SMA. LESS THAN STANDARD SEPARATION OCCURRED.

Narrative: AN SMT WAS CLRED FROM CWA TO MKE WITH RESTRICTIONS. AT THE TIME I HAD AN SMA AT 9000' OVER FLT FROM RIE STE V63 OSH V510 MKE. SMT DEPARTED CWA. I GAVE CLRNC TO MAINTAIN RWY HDG UNTIL LEAVING 7000'. HE PROCEEDED ON COURSE TO MAINTAIN 11000'. SMT WAS REQUESTING 15000'. SMT WAS RADAR CONTACT AT 8 MI W OF CWA LEAVING 5800'. SHORTLY THEREAFTER C/A WENT OFF. I ENTERED AN INTERIM ALT OF 11000' BECAUSE I THOUGHT THE POTENTIAL CONFLICTION WAS BTWN AN ACFT AT 12000'. I THEN REDIRECTED MY ATTN TO THE CWA AREA AND REALIZED THAT THE CONFLICT WAS BTWN SMT AND SMA AT 9000'. AT THIS TIME I TURNED SMT TO AVOID SMA. I'D LIKE TO SEE, WHEN C/A GOES OFF AND WHEN YOU ENTER AN INTERIM ALT TO STOP THE AIRPLANE DATA BLOCK FROM FLASHING, IT WOULD STOP IMMEDIATELY. AS IT IS NOW IT STILL KEEPS FLASHING SEVERAL TIMES.
