Narrative:

A flight of 2 fgt's air filed with me out of restr area R3601 at 15500'. I had a flight plan proposal and cleared them on course to FL230. Their altitude readout was not working. As they approached the small aircraft at 9000' on an IFR flight plan the C/a went off. Still no altitude readout on the fgt's. To stop the C/a I asked the fgt's their altitude (to enter in the computer) and they were at about 9000' and climbing about 4 mi from the small aircraft and diverging further. The altitude readout then was working and snitch program alerted and computer showed them to be 4.2 mi and 100'. On the review of the tapes the fgt's said that they were at 5500', not 15500'.
