The inbound captain told us that the high stage bleed APU and HUD were inoperative. We called dispatch and discussed the operational limitations. This was our aircraft for the entire day. The aircraft load was light and icing conditions were expected on our arrival at [destination]. MEL-procedures stated: 'a. Maintain a minimum of 60% N1 on the affected engine during flight in icing conditions. Note: landing weights below 145;000 lbs. May require flaps 40 to maintain minimum required N1 (60%) on approach. Landing weights below 118;000 lbs. May not be able to maintain minimum required N1 (60%) on approach.' the captain and I both agreed that with the conditions that awaited us at [destination] and the concern for the safety of flight under all flight and weather related conditions; it was best to not take the aircraft.... Dispatch concurred with our decision.
