Narrative:

Traffic management unit (tmu) posted on the electronic standby instrument system (esis) boards that metering would be beginning. Minutes passed the starting time; there were still no times displayed on the scope. The d-side called tmu and asked about times; they said they forgot to turn the system on. The first aircraft was within 20 miles of the boundary of a sector that (according to the tmu LOA) can not be held responsible for delays due to complex military airspace; and several behind were given extensive times to meet; putting undo stress on the pilots and controllers for immediate vectors and put safety at risk. Tmu needs to be held accountable just as much as any other controller and has been afforded a position of immunity for too long.
