Narrative:

This incident involved air carrier from pit to dtw on 2/sun/89. We were cleared for the ILS 21R at dtw. The approach was normal. T/D was normal. After bringing the aircraft to a complete stop on an ice covered runway, I tried to taxi clear of the runway. The aircraft would not move. The captain advised the tower we could not clear the runway at that time. A minute or 2 passed before we noticed the hand brake pressure gauge showed 900 psi, although the hand brake was not set. The captain pumped the hand brake to release the pressure. After the pressure was released, we again tried to taxi clear of the runway. The aircraft still would not move. We were notified by ground personnel shortly thereafter that all 4 main tires were flat. The only possible cause for this incident was that the automatic brake (which engages and automatically stops wheel rotation during gear retraction) engaged itself during flight and/or during landing and we landed with the wheels locked. The automatic brake is checked after takeoff after gear retraction during the after takeoff checklist, which was completed by the captain. The automatic brake pressure is not checked thereafter and it is not on any other checklist for the remainder of the flight.

Title: ACFT LANDED WITH MAIN WHEEL BRAKES ENGAGED DUE TO INADVERTENT BRAKE PRESSURE AVAILABLE FROM THE HAND BRAKE SYSTEM. ACFT BLEW ALL 4 MAIN GEAR TIRES.

Narrative: THIS INCIDENT INVOLVED ACR FROM PIT TO DTW ON 2/SUN/89. WE WERE CLRED FOR THE ILS 21R AT DTW. THE APCH WAS NORMAL. T/D WAS NORMAL. AFTER BRINGING THE ACFT TO A COMPLETE STOP ON AN ICE COVERED RWY, I TRIED TO TAXI CLR OF THE RWY. THE ACFT WOULD NOT MOVE. THE CAPT ADVISED THE TWR WE COULD NOT CLR THE RWY AT THAT TIME. A MINUTE OR 2 PASSED BEFORE WE NOTICED THE HAND BRAKE PRESSURE GAUGE SHOWED 900 PSI, ALTHOUGH THE HAND BRAKE WAS NOT SET. THE CAPT PUMPED THE HAND BRAKE TO RELEASE THE PRESSURE. AFTER THE PRESSURE WAS RELEASED, WE AGAIN TRIED TO TAXI CLR OF THE RWY. THE ACFT STILL WOULD NOT MOVE. WE WERE NOTIFIED BY GND PERSONNEL SHORTLY THEREAFTER THAT ALL 4 MAIN TIRES WERE FLAT. THE ONLY POSSIBLE CAUSE FOR THIS INCIDENT WAS THAT THE AUTO BRAKE (WHICH ENGAGES AND AUTOMATICALLY STOPS WHEEL ROTATION DURING GEAR RETRACTION) ENGAGED ITSELF DURING FLT AND/OR DURING LNDG AND WE LANDED WITH THE WHEELS LOCKED. THE AUTO BRAKE IS CHKED AFTER TKOF AFTER GEAR RETRACTION DURING THE AFTER TKOF CHKLIST, WHICH WAS COMPLETED BY THE CAPT. THE AUTO BRAKE PRESSURE IS NOT CHKED THEREAFTER AND IT IS NOT ON ANY OTHER CHKLIST FOR THE REMAINDER OF THE FLT.
