Narrative:
Were on a charter mwc to eau. I checked WX and NOTAMS and found that restr area 6900 a & B, R6901, and the MOA's falls 1, volk west a, B & C were hot above 8000' MSL. With the use of current sectionals I proceeded to eau at 2000' MSL. The route to be between R6904 a & B and R6901 a, and underneath the MOA's. At a point 65 NM southeast of eau I was approached by an fgt from head on. The fgt proceeded to descend to my altitude, and I could see that he was slowing (flaps and gear out) when he passed along my left side. The passage made my passenger very uncomfortable and they did not understand why a military aircraft should pass us so closely. I feel this passage was very unnecessary for it was apparent I was a civilian and was not at any time in a restr area or in hot MOA passages, such as this might make a pilot and passenger feel as though they are being put upon by unfriendly aircraft and might make an irrational decision. I do not feel this should be done to a plane that is making a point to stay out of special use airspace.

Title: AIRBORNE CONFLICT, DELIBERATE.
Narrative: WERE ON A CHARTER MWC TO EAU. I CHKED WX AND NOTAMS AND FOUND THAT RESTR AREA 6900 A & B, R6901, AND THE MOA'S FALLS 1, VOLK W A, B & C WERE HOT ABOVE 8000' MSL. WITH THE USE OF CURRENT SECTIONALS I PROCEEDED TO EAU AT 2000' MSL. THE ROUTE TO BE BTWN R6904 A & B AND R6901 A, AND UNDERNEATH THE MOA'S. AT A POINT 65 NM SE OF EAU I WAS APCHED BY AN FGT FROM HEAD ON. THE FGT PROCEEDED TO DSND TO MY ALT, AND I COULD SEE THAT HE WAS SLOWING (FLAPS AND GEAR OUT) WHEN HE PASSED ALONG MY LEFT SIDE. THE PASSAGE MADE MY PAX VERY UNCOMFORTABLE AND THEY DID NOT UNDERSTAND WHY A MIL ACFT SHOULD PASS US SO CLOSELY. I FEEL THIS PASSAGE WAS VERY UNNECESSARY FOR IT WAS APPARENT I WAS A CIVILIAN AND WAS NOT AT ANY TIME IN A RESTR AREA OR IN HOT MOA PASSAGES, SUCH AS THIS MIGHT MAKE A PLT AND PAX FEEL AS THOUGH THEY ARE BEING PUT UPON BY UNFRIENDLY ACFT AND MIGHT MAKE AN IRRATIONAL DECISION. I DO NOT FEEL THIS SHOULD BE DONE TO A PLANE THAT IS MAKING A POINT TO STAY OUT OF SPECIAL USE AIRSPACE.
