Narrative:

Prior to takeoff roll cleared to change frequencys. Changed to phl approach prior to roll. On takeoff leg climbing runway heading passing approximately 1500-2000' and just checked in with approach/departure control when spotted the small aircraft co-altitude approximately 200' (9:30-10 O'clock position). Immediately called for a climb to flight members, climbed over traffic, notified phl, and I believe his response was he was not working him (phl was very helpful following the incident). Willow grove tower did not call traffic prior to clearing sandy for takeoff. There exists numerous incidents such as this due to light traffic not calling and talking to tower prior to entrance into the air traffic area--if this was the case. Subsequent discussion with phl approach controller and willow grove NAS tower did not produce any additional information on identify, flight path, point of origin or destination of civilian aircraft. Sof briefing to stress increased visibility lookout during transition between controling agencies.

Title: CLOSE PROX FLT OF 2 FGT'S GA-SMA NORTH OF PHL.

Narrative: PRIOR TO TKOF ROLL CLRED TO CHANGE FREQS. CHANGED TO PHL APCH PRIOR TO ROLL. ON TKOF LEG CLBING RWY HDG PASSING APPROX 1500-2000' AND JUST CHKED IN WITH APCH/DEP CTL WHEN SPOTTED THE SMA CO-ALT APPROX 200' (9:30-10 O'CLOCK POS). IMMEDIATELY CALLED FOR A CLB TO FLT MEMBERS, CLBED OVER TFC, NOTIFIED PHL, AND I BELIEVE HIS RESPONSE WAS HE WAS NOT WORKING HIM (PHL WAS VERY HELPFUL FOLLOWING THE INCIDENT). WILLOW GROVE TWR DID NOT CALL TFC PRIOR TO CLRING SANDY FOR TKOF. THERE EXISTS NUMEROUS INCIDENTS SUCH AS THIS DUE TO LIGHT TFC NOT CALLING AND TALKING TO TWR PRIOR TO ENTRANCE INTO THE ATA--IF THIS WAS THE CASE. SUBSEQUENT DISCUSSION WITH PHL APCH CTLR AND WILLOW GROVE NAS TWR DID NOT PRODUCE ANY ADDITIONAL INFO ON IDENT, FLT PATH, POINT OF ORIGIN OR DEST OF CIVILIAN ACFT. SOF BRIEFING TO STRESS INCREASED VIS LOOKOUT DURING TRANSITION BTWN CTLING AGENCIES.
