Narrative:

We were cleared on runway 19L to hold. While holding tower cleared an small aircraft midfield takeoff on runway 19R. A couple minutes later we were cleared for takeoff. As we brought up power to takeoff tower asked us to expedite we acknowledged. Pilot apparently from the departing small aircraft, asked tower if the runway was going to be clear. She (controller) said they are rotating now, that was not the case since we were only at approximately 100 KTS. As we lifted off she told us to turn left immediately. As we complied we noticed the returning small aircraft was attempting to land on runway 1 due to a partial power loss. I had to turn left as fast as the plane could turn to approximately 60-70 degrees of back to miss the small aircraft. He did not declare an emergency to my knowledge and this incident could have been avoided by cancelling takeoff clearance and to clear runway by tower controller. Supplemental information from acn 102762: intersection takeoff from runway 19R. Approaching south end of runway entered steep climb. Engine became very rough. Advised tower I was returning. Made right 180 degree turn and elected to land on the runway from which I had just departed. Advised local controller. She acquiesced but in interim had cleared an air carrier for takeoff. I delayed descent (some power still). When air carrier passed, I slipped down and landed downwind.

Title: CLOSE PROX ACR-MLG GA-SMA. ACR ON TKOF RWY 19R GA-SMA RETURNING TO RWY 1L DUE ENGINE PROBLEM.

Narrative: WE WERE CLRED ON RWY 19L TO HOLD. WHILE HOLDING TWR CLRED AN SMA MIDFIELD TKOF ON RWY 19R. A COUPLE MINUTES LATER WE WERE CLRED FOR TKOF. AS WE BROUGHT UP PWR TO TKOF TWR ASKED US TO EXPEDITE WE ACKNOWLEDGED. PLT APPARENTLY FROM THE DEPARTING SMA, ASKED TWR IF THE RWY WAS GOING TO BE CLR. SHE (CTLR) SAID THEY ARE ROTATING NOW, THAT WAS NOT THE CASE SINCE WE WERE ONLY AT APPROX 100 KTS. AS WE LIFTED OFF SHE TOLD US TO TURN LEFT IMMEDIATELY. SHE ACQUIESCED BUT IN INTERIM HAD CLRED AN ACR FOR TKOF. I DELAYED DSCNT (SOME PWR STILL). WHEN ACR PASSED, I SLIPPED DOWN AND LANDED DOWNWIND.
