Narrative:

An large transport 5 northwest of pbi turned southbound 180 degree for a visual approach runway 9L. Aircraft was descended from 4000' to 1500'. Approximately 10 southwest of airport an small transport had been given a visual approach to runway 9R. The large transport was slow descending and did not see the airport until almost abeam airport. At that time I gave clearance for visual approach to runway 9L. The large transport was overshooting the final in a left turn for the airport when I advised him of the small transport southwest of the airport. The large transport had to be climbed and resequenced to avoid the small transport.

Title: LGT WAS CLEARED FOR VISUAL APCH DURING MARGINAL APCH CONDITIONS AND WAS ALLOWED TO GET CLOSER THAN 3 MILES TO AN SMT ALSO MAKING AN APCH WITHOUT HAVING THE ACFT IN SIGHT. OPERATIONAL ERROR.

Narrative: AN LGT 5 NW OF PBI TURNED SBND 180 DEG FOR A VISUAL APCH RWY 9L. ACFT WAS DSNDED FROM 4000' TO 1500'. APPROX 10 SW OF ARPT AN SMT HAD BEEN GIVEN A VISUAL APCH TO RWY 9R. THE LGT WAS SLOW DSNDING AND DID NOT SEE THE ARPT UNTIL ALMOST ABEAM ARPT. AT THAT TIME I GAVE CLRNC FOR VISUAL APCH TO RWY 9L. THE LGT WAS OVERSHOOTING THE FINAL IN A L TURN FOR THE ARPT WHEN I ADVISED HIM OF THE SMT SW OF THE ARPT. THE LGT HAD TO BE CLBED AND RESEQUENCED TO AVOID THE SMT.
