Narrative:

This flight was departed from runway 13L at dfw and subsequently was vectored to fly altitudes and headings that were under the lower limits and outside the latitude limits of the TCA. All turbo propeller departures and arrs are routinely handled in this manner. This particular flight was required to fly at 4000' MSL until 22 DME northeast of the dfw VORTAC before being allowed to climb. We should not be required to operate under the TCA airspace. I personally feel that this situation, if allowed to continue, will indeed result in a future midair collision. Supplemental information from acn 102343: this flight, sgf/dfw, was descended out of cruise altitude of 16000' MSL at 52 DME from the arrival STAR corner post of blue ridge VOR and to cross 10 DME northeast of buj at 6000' MSL. This is 1000' below the upper limits of the dfw TCA airspace and 31 DME from the outer edge. As this flight proceeded inbound, we were continually descended below the lower limits of the TCA protection and did not enter TCA airspace until about an 8 mi final. This is contrary to far's for part 121 air carrier's and must be stopped before a midair collision occurs between a turboprop commuter and GA over dallas.

Title: PLT COMPLAINT ON ATC PROC OF OPERATING ACR TURBO POWERED ACFT BELOW THE FLOOR OF THE TCA AT DFW.

Narrative: THIS FLT WAS DEPARTED FROM RWY 13L AT DFW AND SUBSEQUENTLY WAS VECTORED TO FLY ALTS AND HDGS THAT WERE UNDER THE LOWER LIMITS AND OUTSIDE THE LAT LIMITS OF THE TCA. WE SHOULD NOT BE REQUIRED TO OPERATE UNDER THE TCA AIRSPACE. I PERSONALLY FEEL THAT THIS SITUATION, IF ALLOWED TO CONTINUE, WILL INDEED RESULT IN A FUTURE MIDAIR COLLISION.
