Narrative:

This occurred on the civit arrival into los angeles. At the 34 DME point, the arrival requires 10,000', and 250 KTS. The captain was flying this leg. I noticed that he was a bit high in starting his descent, but I knew that with speed brakes, he could make all the restrictions. For some reason, he chose not to use them, and when he hit this point, he was at 10,000', but going 290 KTS. I warned him about this more than once prior to arriving at this fix, but he didn't seemed concerned. Matter of fact, his words were, 'looks like we are not going to make it, doesn't it?' since we were only 1 mi away, there wasn't time to tell ATC. This could be avoided by a more professional attitude of the pilot flying. Also it could be avoided by trying not to get paired with this guy again. 2 NASA forms for 1 3-DAY trip is too much.

Title: WDB FAILED TO COMPLY WITH SPEED RESTRICTION ASSIGNED BY ATC.

Narrative: THIS OCCURRED ON THE CIVIT ARRIVAL INTO LOS ANGELES. AT THE 34 DME POINT, THE ARRIVAL REQUIRES 10,000', AND 250 KTS. THE CAPT WAS FLYING THIS LEG. I NOTICED THAT HE WAS A BIT HIGH IN STARTING HIS DESCENT, BUT I KNEW THAT WITH SPEED BRAKES, HE COULD MAKE ALL THE RESTRICTIONS. FOR SOME REASON, HE CHOSE NOT TO USE THEM, AND WHEN HE HIT THIS POINT, HE WAS AT 10,000', BUT GOING 290 KTS. I WARNED HIM ABOUT THIS MORE THAN ONCE PRIOR TO ARRIVING AT THIS FIX, BUT HE DIDN'T SEEMED CONCERNED. MATTER OF FACT, HIS WORDS WERE, 'LOOKS LIKE WE ARE NOT GOING TO MAKE IT, DOESN'T IT?' SINCE WE WERE ONLY 1 MI AWAY, THERE WASN'T TIME TO TELL ATC. THIS COULD BE AVOIDED BY A MORE PROFESSIONAL ATTITUDE OF THE PLT FLYING. ALSO IT COULD BE AVOIDED BY TRYING NOT TO GET PAIRED WITH THIS GUY AGAIN. 2 NASA FORMS FOR 1 3-DAY TRIP IS TOO MUCH.
