Narrative:
After being parked by a hvn fixed base operator signal man, I shot down my aircraft, picked up a passenger, and preflted in preparation for departure. While copying the ATIS advisory and performing a start up an light transport commuter plane taxied to and parked at a spot approximately 100 yds from my plane. I contacted ground control for taxi clearance and requested progressive taxi instructions. Ground control instructed me to commence rolling ahead and advised me further instruction could be provided when needed. I proceeded ahead leaving the commuter approximately 60 yds off my port wing. After proceeding straight for about 100 yds I was directed to turn left and proceed to taxiway D and to ensure I remained clear of the light transport commuter. I continued as directed and departed hvn. At approximately XA30 on 12/tue/88 I returned to hvn to drop off my passenger. Following my shutdown I was greeted by the airport night operations manager informing me that I was being cited for taxiing across the commuter ramp. I explained I was directed by ground control to follow the path I had taken. She acknowledged this but stated a complaint was still being filed due to the proximity of passenger deplaning from the commuter. At no time did I see the cabin door of the commuter open or any personnel on the ramp except the signal man standing 50 yds aft of the light transport commuter. A copy of the transcript of the ground control radio communications was requested, but I was told they were not available. Recommendations: when progressive taxi instructions are requested ensure ground control visually locates the aircraft before directing it to proceed. Do not allow FBO signal men to park GA adjacent to a commercial commuter ramp. Place a portable lighted barricade or some type of veh with warning lights in the middle of a commercial ramp between the commuter parking area and the terminal. A warning barrier such as this would prevent traffic from taxiing in the immediate area during a deplaning evolution.

AFTER PROCEEDING STRAIGHT FOR ABOUT 100 YDS I WAS DIRECTED TO TURN LEFT AND PROCEED TO TXWY D AND TO ENSURE I REMAINED CLR OF THE LTT COMMUTER. I CONTINUED AS DIRECTED AND DEPARTED HVN. AT APPROX XA30 ON 12/TUE/88 I RETURNED TO HVN TO DROP OFF MY PAX. FOLLOWING MY SHUTDOWN I WAS GREETED BY THE ARPT NIGHT OPS MGR INFORMING ME THAT I WAS BEING CITED FOR TAXIING ACROSS THE COMMUTER RAMP. I EXPLAINED I WAS DIRECTED BY GND CTL TO FOLLOW THE PATH I HAD TAKEN. SHE ACKNOWLEDGED THIS BUT STATED A COMPLAINT WAS STILL BEING FILED DUE TO THE PROX OF PAX DEPLANING FROM THE COMMUTER. AT NO TIME DID I SEE THE CABIN DOOR OF THE COMMUTER OPEN OR ANY PERSONNEL ON THE RAMP EXCEPT THE SIGNAL MAN STANDING 50 YDS AFT OF THE LTT COMMUTER. A COPY OF THE TRANSCRIPT OF THE GND CTL RADIO COMS WAS REQUESTED, BUT I WAS TOLD THEY WERE NOT AVAILABLE. RECOMMENDATIONS: WHEN PROGRESSIVE TAXI INSTRUCTIONS ARE REQUESTED ENSURE GND CTL VISUALLY LOCATES THE ACFT BEFORE DIRECTING IT TO PROCEED. DO NOT ALLOW FBO SIGNAL MEN TO PARK GA ADJACENT TO A COMMERCIAL COMMUTER RAMP. PLACE A PORTABLE LIGHTED BARRICADE OR SOME TYPE OF VEH WITH WARNING LIGHTS IN THE MIDDLE OF A COMMERCIAL RAMP BETWEEN THE COMMUTER PARKING AREA AND THE TERMINAL.
