Narrative:

After landing on runway 4; I found I had little to no braking. This runway is 3980 ft long. I was involved with getting the aircraft stopped and did not acknowledge the controller's instructions to turn off the runway or his second call to make a 180 or his third call to continue to the end. As I made the left turn at the end of runway 4 on to taxiway foxtrot; the controller again called cleared me to taxi on foxtrot and to hold short of runway 15. It took me two calls to get the hold short runway number correct and I informed the controller I had little or no brakes. At that point I stopped the engine and rolled to a stop on taxiway foxtrot. I called the controller on ground frequency and stated that I had stopped on the taxiway; shut down my engine because I had little or no brakes. The controller then cleared me to taxi on foxtrot; cross runway 15 and hold short of runway 4-22 at alpha. I would be taxiing up hill and on to a large level ramp so I started the engine and taxied slowly up foxtrot. As I was crossing runway 15; the controller cleared a cessna 172 to the same ramp that I was going to; at a point where the taxiways foxtrot and juliet meet. The 172 was turning on to juliet coming from my left to right and a collision seemed possible. I felt I could not stop in time so I turned left on runway 15 and then right on to juliet to follow the 172. At that point the controller became irate and said I had back-taxied on runway 15; that a falcon had already started his takeoff roll on runway 33. If so; then I was cleared to cross runway 15 and had not yet cleared the runway when the falcon was cleared to takeoff. After previously telling the controller twice I had little or no brakes; he then cleared me and the 172 in very close proximity to each other and he tried to depart the falcon from a runway that intersects the same area of taxiway foxtrot and juliet. I never saw the falcon and the 172 and I were never very close once I turned down runway 15. I shut down on the ramp and called for a tow to the hangar.
