Narrative:

Afternoon rush small transport Y departed detroit terminal area, checked on frequency with ARTCC and was cleared to FL230. Shortly thereafter received a handoff on an air carrier jet at 15000' inbound into cle. Controller believed small transport Y would top the air carrier jet and if not able to top controller had time to stop at 14000'. Dtw departure controller called for higher on an large transport X climbing out of dtw. Manual controller cleared large transport X to 14000'. Now 14000' not available to stop small transport Y. Controller became extremely busy during this time due to numerous departures and arrs. Situation became extremely complex due to no flowing of cle inbnds (usually flowed by area supervisor). No tracker was offered until it was too late. Controller turned small transport Y to 180 degree heading and continued climb to FL230 (3.2 mi 600' sep). Approximately 12-17 aircraft on frequency. Frequency is a satellite frequency. Arwy facility says frequency is within specifications. When frequency is busy clrncs must be restated several times. A flight check or some other type aircraft need to be in air monitoring this frequency to determine problem on frequency. Also the aircraft inbound into cle during this time frame need to be flowed by flow control, not area supervisor.

CTLR BELIEVED SMT Y WOULD TOP THE ACR JET AND IF NOT ABLE TO TOP CTLR HAD TIME TO STOP AT 14000'. DTW DEP CTLR CALLED FOR HIGHER ON AN LGT X CLBING OUT OF DTW. MANUAL CTLR CLRED LGT X TO 14000'. NOW 14000' NOT AVAILABLE TO STOP SMT Y. CTLR BECAME EXTREMELY BUSY DURING THIS TIME DUE TO NUMEROUS DEPS AND ARRS. SITUATION BECAME EXTREMELY COMPLEX DUE TO NO FLOWING OF CLE INBNDS (USUALLY FLOWED BY AREA SUPVR). NO TRACKER WAS OFFERED UNTIL IT WAS TOO LATE.
