Narrative:

Altitude restriction had been given by ZLA to restrict an IFR departure below the normal assigned altitude. The altitude restriction was missed by the approach controller. Coordination had been made in reference to an overflt that had nothing to do with the altitude restriction for traffic departing. Had center stated why the altitude restriction this could have alerted the approach controller and prevented the violation of airspace.

Title: DEP CTLR FAILED TO APPLY A CROSSING RESTRICTION AS GIVEN BY ARTCC. SEPARATION BETWEEN ACFT BY LUCK RATHER THAN CONTROL.

Narrative: ALT RESTRICTION HAD BEEN GIVEN BY ZLA TO RESTRICT AN IFR DEP BELOW THE NORMAL ASSIGNED ALT. THE ALT RESTRICTION WAS MISSED BY THE APCH CTLR. COORD HAD BEEN MADE IN REF TO AN OVERFLT THAT HAD NOTHING TO DO WITH THE ALT RESTRICTION FOR TFC DEPARTING. HAD CENTER STATED WHY THE ALT RESTRICTION THIS COULD HAVE ALERTED THE APCH CTLR AND PREVENTED THE VIOLATION OF AIRSPACE.
