Narrative:

At XA53 UTC I received a call from pilot requesting a briefing from fayetteville to griffin-spalding. I asked the pilot if he was departing fayette county. He replied, 'yes.' he was at the same time engaged in a conversation with a party/parties in the room he was calling from. I proceeded to given him a briefing for his route of flight from fayette county to griffin-spalding. The pilot then requested to file IFR flight plan. After filing flight plan, pilot wanted to know how to obtain his clearance. I asked if he could depart VFR. Another discussion took place between the pilot and person(south) in the room with him as to whether he could depart VFR. He decided he could not. I then called the appropriate approach control facility for fayette county airport. I received clearance and relayed it to the pilot who read it back to me (cleared as filed maintain 2000'). At XB10 UTC, aircraft departed fayetteville and entered another approach control facility's airspace west/O their knowledge and below the minimum obstruction altitude for that area, resulting in an operational error. I believe, if the pilot or I had listened more closely to what was being said, the incident would not have occurred.

Title: CONFUSION BETWEEN FSS SPECIALIST AND PRIVATE PLT REGARDING ARPT OF DEP. ACFT DEPARTED INTO APCH AIRSPACE WITHOUT COORD AND HAD LESS THAN STANDARD SEPARATION WITH TERRAIN AND POSSIBLY ANOTHER ACFT.

Narrative: AT XA53 UTC I RECEIVED A CALL FROM PLT REQUESTING A BRIEFING FROM FAYETTEVILLE TO GRIFFIN-SPALDING. I ASKED THE PLT IF HE WAS DEPARTING FAYETTE COUNTY. HE REPLIED, 'YES.' ANOTHER DISCUSSION TOOK PLACE BTWN THE PLT AND PERSON(S) IN THE ROOM WITH HIM AS TO WHETHER HE COULD DEPART VFR. HE DECIDED HE COULD NOT. I THEN CALLED THE APPROPRIATE APCH CTL FAC FOR FAYETTE COUNTY ARPT. I RECEIVED CLRNC AND RELAYED IT TO THE PLT WHO READ IT BACK TO ME (CLRED AS FILED MAINTAIN 2000'). AT XB10 UTC, ACFT DEPARTED FAYETTEVILLE AND ENTERED ANOTHER APCH CTL FAC'S AIRSPACE W/O THEIR KNOWLEDGE AND BELOW THE MINIMUM OBSTRUCTION ALT FOR THAT AREA, RESULTING IN AN OPERROR. I BELIEVE, IF THE PLT OR I HAD LISTENED MORE CLOSELY TO WHAT WAS BEING SAID, THE INCIDENT WOULD NOT HAVE OCCURRED.
