This morning I; a maintence manager; was waiting to board a company flight in the gate area when I observed an aircraft contract fueler removing the bonding cable between the aircraft and the fueling hydrant cart before disconnecting the fueling hose from the aircraft. This is a safety related incident with a fairly high risk factor. It is also opposite to the required procedure of removing the bonding cable after the fuel hose has been disconnected to avoid static electricity sparking at the fuel connection when the hose is removed. Narrative: This morning I; a Maintence Manager; was waiting to board a company flight in the gate area when I observed an Aircraft Contract Fueler removing the bonding cable between the aircraft and the fueling hydrant cart BEFORE disconnecting the fueling hose from the aircraft.
